Abstract: Eletronic Government is the use of information and communication technology in government processes, both for internal operations, as transactions with the company. This deployment process causes changes in organizations and these changes cause risks. The literature shows that in change processes, the risks are increased because new relationships not known yet arise. To understand these relationships, the general systems theory provides the integrated approach, where companies are considered living, dynamic and complex systems. This study aims to analyze the epistemological trajectory of the relationship between general systems theory, risk management and e-government. The relationship occurs in studies in three Richardson studies in 1991, 1997 and 2004 influenced by Churchamn's inquiring systems and Forrester's Dynamic Systems studied e-government; also occurring in the study by Hatfield and Hipel in 2002 that analyzed Corporate Risk Management in the systemic perspective from the TGS perspective; and finally, Kutsikos and Kontos in 2011 that related TGS, GRC and EGOV.
